South Korea is advancing legislation to allow companies to train models on original personal data without consumer consent, provided they secure regulatory approval and meet basic security standards. Conversely, Japan’s cabinet is preparing transparency rules forcing developers to disclose training inputs and processing methods to prevent intellectual property theft. While Seoul is easing privacy controls to lower costs for model builders, Tokyo is tightening oversight to protect content creators.
